This is what I did.
1. Fresh install of calibre Portable version 6.23
2. Single left-clicked in Tags cell of the "Quick Start Guide"
3. Typed 'calibre'
4. Pressed Enter
5. Shift+Left-clicked in the still selected Tags cell.
Manage items dialogue popped.
