I tested it here on Windows 11, and first it looks random, sometimes shift+click working and sometimes not.
Then I got it:
1) Put the tag cell on edit mode (F2, or select and then click on it again)
2) Get out of edit mode
3) Shift+clicking on that same cell always bring the dialog
4) Shift+clicking on other cells does not bring the dialog
