I may have misremembered the "blue" part of the circle. I've disabled any addons for the site, I don't have a separate popup blocker, and I've made sure Firefox isn't blocking popups from Kobo. Same result. Clicking on the three dots puts a circle around them, but nothing else happens.

This works, at least sort of. I get a screen where I can change the country, but no other data of mine appears on it (no street address, zip code, phone number), and there are no other options to click on. I haven't tried changing the country to see what happens.
By the way, this image from the Kobo Help page, with Payment Information highlighted, shows approximately what my payment information tab looked like till about a week ago (the whole screen background was white).
