Does that imply Shift+F2 on a Tag cell in the book list
does not pop the '
Manage items: Tags' dialogue? If so, you must have assigned Shift+F2 to something else in Prefs->Shortcuts.

There is no entry for '
Manage items: Tags' in the book list default context menu, and as far as I can see there is no way of adding it. You may be thinking of 'Manage categories', which can be added, but it's a flyout menu to a different set of dialogues.
Suggestion - change "Manage items: <Tags etc>" items to "Select values: <Tags etc>"
Can a mouse/touchpad gesture trigger a keyboard event on a Mac - I know it can be done on a Surface Pro.
