I don't have a problem with a library charging for a non-resident card.
It's the ones that are willing to charge you and then don't let you use it unless you are physically at a branch of the library. If I'm at a branch and want to borrow stuff, I probably qualify for a resident card. Maybe something like an extended vacation would be an exception, but if I'm near that library long enough to borrow and then return a book, I'm probably a resident, own property nearby, or work nearby.
