Under the [ApplicationPreferences] header in the Kobo eReader.conf file, add SideloadedMode=true.

This information was copied from a message posted in January, 2022 by @davidfor (Sideloaded Mode). It was the first hit when I did a Google search on sideloadedmode=true site:mobileread.com.
