Oddly, when I have less than 3 books waiting to be read, I don't get the quick tour but rather a more books by author in that place on the screen whether I have parental controls enabled or disabled.

Given your multiple complaints about odd behaviour on your Forma, I would suggest a factory reset, installing the latest firmware and then not applying any patches for a while to see if this clears up some of your issues. You can use Kobo Utilities/Kobo Touch driver to back up the reading stats and positions so you can restore your 747 finished books (going by your image which seems to show 2 books in progress and 2 unread out of 751 total.

Please note that that space on your screen will be used by something if you do not have enough books in progress (status = reading) to extend across the middle of the screen.

Another possibility to look at is which editor you are using to edit the Kobo eReader.conf file. Under Windows, you need to use an editor such as NotePad++ which respects Linux LF line endings.
