Sorry for the delay in my response. But, I'm embarrassed to say I don't (didn't?) know how to swap out the production plugin for the beta plugin. I downloaded the zip, went to Preferences > Plugins > Show Only User Installed Plugins > User Interface Action > Kobo Utilities > Load Plugin from File and pointed it to that zip file. I restarted Calibre and the Help file now loads up fine. But, all the version numbers for the plugin still say 2.16.9 instead of the new 2.16.10. Did I actually update the plugin (correctly)? Since the Help file is now displaying correctly, I hope so.
EDIT: Oops. I'm on Windows 10 using Brave.
