What is Kobo syncing when it displays "Loading content" ?

"Loading content" seems to be the last message that the Kobo will display while it is syncing before it's complete, and I've noticed it will often hang on this screen from anywhere from 10-60 seconds without any kind of progress bar.

I've noticed it sequentially do everything it can conceivably do before displaying this message (e.g. it's not downloading books--that's an earlier message; it's not checking for firmware updates; it's not downloading covers; it's not even grabbing Pocket articles)--in which case, what is the Kobo actually doing? Is it just a placeholder step while the Kobo is committing any outstanding transactions to the database?
