I don't really see it as a crisis myself. Would I prefer reviews be limited to those who've actually read the books? Sure. But I'd be afraid any system that tried to ensure such a thing would turn out to be a cure that was worse than the disease.
"Trust" is not really a word that would even cross my mind when I'm browsing book reviews anywhere on the internet.
