More likely a process that isn't active in Safe mode, probably a process that's run at startup.

Go into Task Manager and disable everything in the Startup tab and restart - assuming drag-drop works, enable the top half of the Start up list, if drag drop works the culprit is in the bottom half, else its in the top half. Rinse/repeat until the bad actor is found.
