Will light up shoes/runners, balls and skate board wheels etc be included? I suspect not as these are still functional when the battery / cell is flat.

It's not just the EU, but many countries that also adopt various EU ideas as local laws. Switzerland, Norway, some aspects in Israel and Turkey, and of course a bunch of countries wanting to join the EU.
