For what it's worth, I downloaded the ePub3 version from Gutenberg and it did not have any issues with searching. Where did you obtain your copy? I did find a PDF copy that had those numbers.
This was the edition edited by Jonathan Bate and Eric Rasmussen. The first edition.
I've just acquired the second edition (released 2022) and I don't get this problem anymore.
