Overcooked rice, chilled slightly, might be another option. But only if you didn't want to remain friends with the bride or groom...
(as for not feeding ducks bread, it's not just Herefordshire council that are trying to stop it, Hertfordshire cc is also trying to - at least near where my parents live. And down in Hampshire/Dorset there's a place you can buy bags of corn and seeds to feed the ducks and swans in Christchurch)
