As of the latest calibre 6.21, the Harper's "articles from print edition" now works again, and with no longer any need to enter login credentials.
Thanks to whoever fixed it.
But I note that the other "Harper's Magazine" recipe (which never required a login, and which might be called a "web" edition which included things like the Weekly Review and other items not behind a paywall, STILL DOES NOT WORK. The recipe runs and downloads just the Table of Contents - but no actual contents.
