That's bad formatting. Even books with no chapters have scene breaks. I'd make the first few words of that start of scene break paragraph be for a TOC and split the file(s) there.
See many Terry Pratchett Discworld novels and Frank Herbert's Dune (though it simply has unnamed chapter breaks indicated by extracts from writing by Princess Irulan.
