Here in BC, under the old payment model, anything that the doctors did outside of actual office visits was essentially uncompensated. That's changed under the new model, but there are still significant limitations on what they can and can't do with a phone consult. OTOH, they've now enabled pharmacists to do a lot of the routine prescribing. which will definitely help.
