Yes, the PDF file works on the PRS-700. What I found:

• You can highlight and mark it up.
• PDF reflow does not work even though the content is text and not image.
• Zoom does work and when zoomed in, the Persian font renders beautifully meaning that it is not pixelated.
• When you change the orientation from portrait to landscape, the font does get bigger. Because of that, it seems strange that PDF reflow doesn't work. In any case, just switch to landscape mode if you want to read in larger font size.

Although I don't read Persian, it seems to me that one could read the file on the PRS-700 fairly easily in either portrait or landscape mode. In any case, Persian writing doesn't have the same density as Chinese characters, which are even more dense but can still be legible on the PRS-700.
