I haven't checked an ePub on Kobo, but on Nooks ePubs definitely have better layout than default kepub on Kobo. I think Nook and Kobo use the same Adobe RMSDK for ePub.
With geometricPrecision, Set KePub hyphenation and the better hyphenation dictionary, kepub looks much better than it used to.
I still get occasionaly get weird issues where a single word will be all s p a c e d out. I think it has to do with where kepub places the spans.

No. There's a patch for reducing the default minimal word spacing still further (you can specify how much) and it helps with occasional wide spaces between words.
Letter spacing is a whole other issue and happens if you enable ligatures and kerning in kepubs. I don't enable them and never get any weird letter spacing like in your example.
