There is no long term normal temperature, but too rapid change exceeds the ability of species to adapt. The last time sea level rose a lot, there was no agriculture, everyone was nomadic, and moving inland was no big deal and not that many people had to move.
See the chart from post #48. Note that the little ice age is barely perceptible. Also note that the current rate of temperature change is far greater than anything in the past 22,000 years.
