Nvm, I have figured out that it needs to be set up when a book is already open.

I have another question:

How do I get the book on my Kobo Libra 2 to sync to my Android device if it is in kepub format on my Kobo? How does Progress Sync recognise identical books? The book would probably be in epub (not kepub) format on my Android device. Is there any way to get the kepub and epub to sync with each other?
