Kobo does follow Canadian privacy laws since there is only one Kobo headquarters which is located in Canada. Data stored outside of Canada will be subject to the laws where it is stored (one very good reason why all our corporate data that is stored in the cloud is required to be stored in Canadian data centres) but that is an argument for a different day. So no worrying about the Patriot Act or other foreign legislation being used to access your data. Without a court order from a court with jurisdiction being obtained, your data is not going to be released.
