Both the Dragon Blood series and Heritage of Power series have overarching plots so the books should be read in order, though you could read the Heritage of Power series without first reading Dragon Blood.
As for the romance factor: The Dragon Blood series concentrates on two main couples who basically get their HEAs early as the books are more about what happens afterwards. Plus a novella about a secondary couple and a side book about another couple

The Heritage of Power series features another couple. I wouldn't say the romances are the main focus of either series, but there's plenty of romance in them if that makes sense.
TL;DR this box set could easily be read as a stand-alone series, but IMHO more enjoyable if you've read the Dragon Blood series first.
