Some do USA 4G (all at least since Oasis gen 2), so ending 3G won't work.
Also the USA is less than 13% of world population. Other places have GSM/EDGE and 3G and few are turning off both. Most if not all "International 3G" Kindles do GSM and EDGE also. New smart utility meters, depending on country and utility, often use GSM/EDGE and/or 3G, none seem to have 4G or 5G.
