I think the Kobo firmware will not override line height commands in the CSS. If a book has line height specified in the CSS, I cannot use the Aa dropdown to change the line spacing. Deleting the line height commands from the CSS brings the line spacing feature back to life. But tinkering with a book’s stylesheet can mess other things up. Always save an unaltered copy.
