I'm not sure that I understand you.
Since Android encrypts /data you can't mount/decrypt it in recovery without doing something.
Since most of the spare storage is in /data that doesn't give you a lot of space to store a big piggo 1.5 GB update.zip

In any case, update over USB flash drive works fine and I have fun doing it.
I'm not saying that there aren't other ways to do it.
