There're a few sources online that claim the same thing you stated and they're all from the marketing side of the company that makes the ereader.
Whatever improvement they made to make videos playable on some models with some waveforms has nothing to do with a GPU, a TPU, a TPM, a laser beam or an hyperconverged cluster of microservices running on the cloud.
The changes need to be done on the real thing: the eink screen, which is the bottleneck for FPS. But I get the point: an optimized waveform for videos doesn't sell as well as a new, shiny GPU. Whatever it means cause any Mali reference GPU from ARM holdings should be able to provide 60FPS from android 5 days.
