Check calibre as a possible solution for managing your books on your computer and transferring them to your Elipsa. See the calibre forums on MobileRead and the calibre homepage for the downloads.

You should not need a utility to connect your PC to your Kobo since a simple USB cable and then drag and drop/copy and paste of a supported format ebook would work to start. Just create a directory (eBooks) in the root of the exposed storage and dump your book in there. When you safely eject, the Elipsa should import the books and show them in your library.
