That's not generally how it works: the least productive people get fired first.
But apparently a lot of 'middle managers' were on the chopping block (higher salaries?) and maybe the people lower down are getting another look from their new manager before they get fired.
In any case, huge layoffs are bad for morale, especially when other large companies (even Apple) are laying people off.
