Down here in southern New England I wouldn't say it is a tiny minority; I would call it a teeny tiny itsy bitsy minority. Realistically, the only people I see wearing masks are some employees, and a small number of the aged. Heck, when I went to the pharmacy for my third covid booster last fall, some of the pharmacy employees weren't wearing masks.

Some of the healthcare facilities near me have recently gone from mandatory to optional. Even when it was mandatory, most of the staff wore the mask pulled down below their noses, so it was nothing but performative theater.
