It does seem idiotic, but it's not up to Sony it's up to the publisher. The publisher may have a contract saying they can sell in the US only. It's possible the Canadian rights are either completely separate or are tied up with the UK rights. It's one of the many things publishers need to work out in the digital age. Unfortunately most of them would rather pretend it's still the 1980's.
