If you are reading a epub there are no pop up note in Kobo, to have them convert Your file in a kepub (with calibre or kepubify). When You read a epub with a note you should be redirected to the note but often the pressure area to recognize a note is too little and You simply don't see any effect.

Also in Kepub the pop up note doesn't works always (there are some complicated rules that You read in Github) but anyway You are redirected to the note.
