No, I did it already (including using up the £3 credit), it's just anyone able to buy Kindle ebooks on the UK Marketplace, which is not just UK residents. I'm not in the UK and not in Prime or KU.
You do have to click on the banner ad to enable the offer and I don't often visit the main Kindle page that has it.
