Are you using a VPN to access the Internet? When I have seen that specific error message on other web sites it is because a range of IP addresses has been added to a block list. Changing to a different VPN access point usually solves the probem because a new IP address is assigned.

The IP range block is usually caused by somebody doing something they shouldn't. Instead of blocking a few offending addresses they block a group of addresses that includes people who didn't do anything wrong. I have had that happen suddenly after having the same IP address for several days.

If you are not using a VPN, then it could be the same problem caused by other customers on your Internet provider's network. If the problem continues disconnect from the Internet and reconnect to get a new IP address.

The problem is temporary, the block list doesn't last long.
