NO.
All x64 and x86 applications are incompatible with the SQ2 because it's in the ARM family.
Microsoft has some sort of emulator/translator. It might use native ARM code for all equivalent Windows system calls, like WOW did on x86 32 bit for 16 bit and WOW on x64 does for x86 32 bit (if you are lucky). Many VB6 Windows programs won't run on any 64 bit Intel/AMD cpu windows.

Some x64 Windows applications will run on the MS emulator on SQ2/
