Stop the Press - do you have a calibre2 directory in C:\Program Files (x86)?

If you do, open it and have a look at the properties of calibre.exe.

If not do you have a directory named calibre in C:\Users\<your windows user name>\AppData\Roaming\

If you do: try renaming it to calibre_save and then start calibre - hopefully you should get the calibre welcome wizard.
