Here's what I've just done. I uninstalled from Windows Apps and Features, just like any normal unistall. Then I did a cold boot and reinstalled. Still on version 5.29, tells me there's an update to 6.14.0, the newest version which I just now downloaded from the Calibre site and should have been installed.
As far as I know, I have always had the 64-bit version installed on this machine. And of course the link to the newest verson in the lower left corner of Calibre links to 64 bit.
I had already tried to find a solution on the Internet, and found one that said to delete a Calibre folder before the fresh install, unfortunately I don't remember which, but that didn't work either.
Do I need to delete settings as well? Because I have my library in a non-standard folder, but the new install still has all the books in it.
I am a longtime Winodws user and still can't figure out what's wrong, which is a shame because I love Calibre and have been using it pretty much since I got my first Kindle in 2014!
