Trivial to change. The "parent" usually just defaults to Calibre's GUI, but is easy to change to be parent-less.
See the attached example snip of a piece of my desktop photo with NV open.

unless you use a 'stay on top' window utility, like I do, it would be highly annoying and very non-ergonomic to make it parent-less. Every time you click a column, the tool disappears below the Calibre GUI window.
