Assuming this is on Windows.

The "Could not change the on disk location of this book. It is open in another program?" message is normally issued when another program is holding a lock on one of the format files - e.g. a PDF is open in PDF XChange, a DOCX is open in MS Word.

Your description suggests something might be holding a lock on the original book folder.

Do you run a File Manager replacement such as Directory Opus, Explorer++, xplorer˛ etc; or any file system shell extensions.
