EDIT: I've tested this with a Kindle Touch now (and it registered). When I entered my Amazon account email and password it came up with an error and said to check my email. Got the code in my email, but I had re-enter my email address and then I used the second, 6 digit number, password. And that worked. Not sure why it goes completely out of the registration, but it does. It's confusing, because it makes you think you have to re-enter your account password. The No-Touch Basic is much clearer here.

Even though the Kindle Touch says you'll get an email, you won't. You'll get a text message with a 6 digit OPT code. When I was trying to figure out how to register a Kindle Touch, it was always a text message.
