I registered both a touch and a non-touch Kindle 4 last week.

I went into my Amazon account and disabled two factor authentication first.

I then registered the Kindles - this triggered the authentication code by email mentioned above.

I then switched the two factor authentication back on afterwards.

I made sure both Kindles had the latest firmware before trying this.
