DNSB, my neighbours have the same attitude; dump it beside the bin and they will take it away. In fact, over the years we have had many circulars from the local council, explaining in detail what WILL and what WILL NOT be picked up!
Basically, if it is loose beside the bin and not actually IN the bin, it will not be removed. But some people seem oblivious to these directions and as I said, it usually ends up beig strewn along the road by our trong prevailing wind, or wildlife or drunks on their way home from town. We live on the edge of town so that is common behaviour!
