Perhaps in their minds, it is the job of the waste collectors to manually pickup those items?

I have a neighbour who despite being told that they must use the city supplied containers for garbage, compostables, glass, etc. which can be picked up by the arms on the truck, still insists on placing items beside them. If nothing else, most of the stuff such as an old CRT television and a microwave are not permitted in residential garbage.
