US Zip codes can have 3 parts

Part 1 is the Post office (most place this a single city, but not always)
Part 2 is the Carrier Route (also used to presort mass mailings to get a discount)
Part 3 is the fine level sort (eg last 2 digits of a house #) I don't see this very often
I suspect Part 2 (called +4) is enough to determine Residential vs Commercial district.
