Your case is like mine; because I live in New Zealand; however, I've been able to open an account. What you do first: open an account with amazon.com. After that when you use the invitation link use the email address that have used to open the account with amazon. I already had an account with amazon. However, I first tried to use new email address as a new user, it asked me a cell ph. number as you mentioned. But when use an existing account with amazon, it's an easy go.
