For some unexplained reason TTS is not available on Neo-reader when used in split screen mode. TTS does however work with 3rd-party apps when used this way, though.
Just been experimenting this morning and this is a setup I've found works well, although it'll probably work with any other TTS enabled reader that works on Boox devices.
I installed @Voice Aloud Reader from Google Play. I launch that first and the go into split-screen mode to launch the Boox Notes app by its side. It's a powerful app that has a plethora of options including changing the speech, rate pitch, speed and volume, but most usefully it allows you to edit the speech translation phonetically, which is especially useful for technical words or unusual terminology. I use it alongside Google's standard TTS services which can be configured with a number of regionalised speech settings and voices. An ad supported free version is available for anyone to try.

Usual disclaimer: I'm in no way affiliated with the creator of @Voice, but it's an app I've used on various Android devices over a number of years. It's well worth the cost of a full licence IMHO as it's very regularly updated and functions well on Boox devices.
