My cynical answer is "No". I note that the Wikipedia link in my previous post states that:

"Analysis has projected Australia’s greenhouse gas emissions at 109% of the 1990 emissions level over the period 2008–12, calculated including the effects of Land use, land-use change and forestry (LULUCF). This is slightly above its 108% Kyoto Protocol limitation."

It doesn't have a citation, and I haven't looked further for a source.
