The last PDF fillable form that I received would not fill with any program that I tried on my computer other than the full Adobe Acrobat Pro which I'm gong to assume means that it would also work with Acrobat Standard. When I complained, the ^&*#$@ at the other end of the line seemed to think that this was normal since the twit seemed to have no idea that Acrobat Reader was not the same as Acrobat Standard or Acrobat Pro. When I walked him through looking at the document security where under Filling of form fields was a Not Allowed as were all the other entries in the Document Restrictions Summary, I got a "I'll have to take that up with my supervisor".
