Honestly, unless somebody really screws the pooch, 99% of fillable PDFs can be readily and easily filled using Adobe Reader, which is free-free-free. They can also be filled by Mac's Preview app, but it's trickier to do. You can fill them using SAFARI, again, on the Mac side, but you have to print to pdf, you can't just "save." Dunno why it's that way, but I cannot tell you how many customers I have had, that were tricked by Safari into thinking that they'd filled out the PDF, and saved it, only to send it to us, blank as hell. We now have HUGE warnings, on our fillable and saveable PDF forms that say "if you're going to use a browser to complete the forms, here's how you do it."

So...it's not always the form, to be honest. Some folks are just predisposed to killing it off. LOL. Trust Auntie Hitch about this! I have seen incredible progress amongst regular, ordinary people in how to screw up things that should be unscrewable.
