Very few apps and almost no ereaders fully support epub3. I never use epub3, so I've not tested any of these:
Readium on Android and maybe a readium plug-in for Chrome
Most recent version of Adobe Digital Editions (Maybe iOS, Android and Windows?). Earlier versions are epub2 only.
ASTRI-Bee on Android
Infinity on Android
SkyEpub
Gyan ePub Reader
Apparently many supposedly epub3 apps don't do fixed layout or are still beta.
You can also try conversion to kepub and the kobo app for android (with regular epub it uses an old ADE).
